The in-person session will cover the following topics:
First, ‘The relevance of local authorities’ limited resources to relief in judicial review proceedings’ will examine R (Imam) v London Borough of Croydon [2023] UKSC 45, where the Supreme Court addressed whether local housing authorities’ limited resources affect judicial review relief for breaches of the main housing duty. The decision impacts homelessness, statutory compliance, separation of powers, and how authorities manage budgets, resources, and statutory duty breaches.
Second, exploring the ‘Renters’ Rights Act 2025’, landmark legislation effective May 2026, focusing on amendments to current homelessness law, effects on the code of guidance, and practical implications for homelessness legislation and practice.
